DEVELOPMENT MONITORING AND ADVISORY SERVICE (DMAS)

The Current Situation :

The Nairobi City Council (NCC) is the planning authority for Nairobi. Decisions regarding applications for sub-division, change of use and extension of use are made by NCC’s Town Planning Committee and recorded in the Minutes of its meetings.

KLDA currently has the following arrangement with the City Planning Department (CPD):

- Technical officers in the CPD refer change and extension of user applications in the Karen Langata area to KLDA for letters of no objection. KLDA scrutinizes these and, following consultation with neighbours and Neighbourhood Associations, responds to the CPD.

 - KLDA’s response is considered by the Technical Committee, which makes its recommendations to the Town Planning Committee. The Town Planning Committee makes the final decision on all planning approvals.

- KLDA is not informed of applications for sub-division nor requested to comment on them, as applications for sub-division are not advertised and not regarded as being in the public domain.

We record information on all planning applications and proposed and current developments on our database, and will post updates on outstanding queries/complaints on the website regularly.  We would appreciate your comments on any of the developments recorded below and rely on you to keep us informed of those we have missed.

The NCC has agreed to hold in abeyance all decisions on applications for change of user and large-scale sub-division until the completion of the Local Physical Development Plan, which is currently being prepared.

 


 

A development advisory service for Karen and Langata


KLDA initiated the Development and Monitoring Advisory Service (DMAS) in liaison with the Nairobi City Council Department of City Planning. The service monitors development in the area and gives advice to residents and would-be developers with the aim of encouraging appropriate and environmentally sustainable development that benefits both the developer and the community as a whole. The service currently operates from  the KLDA office + 254 20 891784 or call 0733 220894 to make an appointment.

Development Permission

As per the Physical Planning Act (1996) and the Public Notice and Appeal published in the Daily Nation newspaper (13.02.04) by the City Council of Nairobi, please note that the planning authority for the City of Nairobi is the City Council of Nairobi. Therefore no development can take place within the City without development permission granted (or exempted) by NCC (or the relevant Minister) in the manner prescribed by the Law.
