Lunch
The Kenya Alliance of Residents Associations (KARA) held
its second quarterly lucheon yesterday 6th April t the Pan
Afric Hotel. Mr. Simon Bland, the guest speaker and
Head of DFID spoke on "Citizens' Link Between
Good Governance & Tax Accountability" while
Mr. John F. Hoover, Economic Affairs Counsellor, US Embassy
spoke on "Economics of Bad Governance &
Corruption"
KLDA was well represented with nine of our members present.
This serves well in assuring KARA of our unwavering support.

notice regarding unauthorized development |

On Friday 15 October 2004, the
City Council of Nairobi published a Notice regarding 'unauthorized
development' in the print media.
The notice
- Informed all property owners, developers and registered
development consultants that as 'provided by the Local Government
Act, Building Code, City Council By Laws, the Physical Planning
Act and the Environment Management and Co-ordination Act,
ALL development proposals are approved by the Town
Planning Committee and duly recorded in the Council Minute
Books'
- Stated that there has been 'massive disregard of these provisions
of law and procedure in undertaking developments such as:
building and construction including alterations of existing
buildings; changes and extension of users of land/building;
subdivision of land; quarrying; dumping of refuse, scrap and
building materials; temporary works like tents, workshops
and garages; outdoor advertising structures' which 'may
be a result of ignorance of the law governing developments,
purported approvals by other approvals other than Town Planning
Committee, lack of ownership documents (Title deeds) or simply
total disregard of the law' leading to 'haphazard developments...taking
place in all parts of the City of Nairobi'
- Gave 'all those who have carried out their developments
without approval to submit their plans for guidance, formalization
and approval within 30 days (Thirty days) from the date of
[the] Notice'
- Emphasized that failure to comply with this Notice would
result in the Council enforcing the Law, which 'may include
reversal and/or removal of the development at the cost of
the developer and/or prosecution of the developers/agents.'

Leadership in Managing an Urbanising Environment |

The
Occasional Paper ' Community Leadership in Managing an
Urbanising Environment' is a booklet that describes
the experience of preparing a Development
Strategy for Karen Langata, leading up to the preparation
of a Local Physical Development Plan.
This booklet was written by Musabi Muteshi
and Sara Wakeham, and its publication was made possible by
a generous grant from the Konrad Adenaeur Foundation.
The booklet is available from the KLDA office,
and only costs Kshs 300.

Office - Drop-off Point For Water Bill Payments |

For
you who may already have tried, successfully or otherwise,
to pay your water bills at the Karen Office, and for you yet
to attempt the same...
It is true that the Karen Water Office will no longer receive/process
payment of water bills, and that payments have to be made
at City Hall. Furthermore, upon payment at City Hall, it is
most unlikely that personal cheques will be accepted - they
prefer settlement in cash.
As it stands, this latest system is under review. So, in the
interim...
KLDA, in collaboration with our very helpful
and understanding Area Manager, Mr. Cherule, have come up
with a way to help you, our member, circumvent the tedium.
The KLDA Office (Langata Link Complex # 10), will now be
a drop-off point.

on how to settle such bills, please contact Mr. Cherule

Please ensure that your cheque has been
correctly written and is firmly attached to your bill.
Sealed envelopes are advisable.

Cheques should be made out "Nbi
City Water & Sewerage Co. Ltd."

Please allow for at least one week to
pass before you collect your receipt (from the KLDA Office).

Cash cannot be accepted!
NB: This service is applicable only
to KLDA members, and only for bills within the Karen Water
Supply Division.
KLDA will not be held responsible in the event that the above
requirements have not been followed.
